FY27 Appropriations Guidance

Community Project Funding Requests

(Submission Deadline: Friday, March 6th - 11:59 PM MT) 

  

I look forward to working with you to increase federal investments in New Mexico’s 1st Congressional District. Constituents and advocacy groups can make appropriations requests in these ways: 

 

Programmatic and Language Requests 

A programmatic request asks the House Appropriations Committee for a specific funding level for a program or activity. A language request asks federal agencies to take a specific action in a specific area or study the effect of a potential policy change.  

Programmatic Request Example: Provide $25,000,000 in the Environmental Protection Agency’s Environmental Programs and Management account for the Grassroots Rural and Small Community Water Systems Assistance.  

Language Request Example: “The Committee encourages the Department to study the impact of expanded broadband on rural healthcare access.”  

Agriculture, Rural Development, Food and Drug Administration (AG); Commerce, Justice, and Science (CJS), Financial Services and General Government (FSGG); Legislative Branch; Military Construction and Veterans Affairs (MILCON VA); and National Security and Department of State (formerly State-Foreign Operations/SFOPS), Defense (HACD) appropriations requests due March 6th.

Energy and Water Development (E&W); Homeland Security; Interior and Environment (Interior); Labor, Health and Human Services, and Education (Labor-HHS); Transportation and Housing and Urban Development (THUD) appropriations requests due March 11th. 

 

Community Project Funding  

Community Project Funding (CPF), also known as Congressionally Directed Spending in the Senate, are specific local community project requests by governmental or other eligible non-profit entities. Projects similar to CPFs have been called “earmarks” in the past, though the request and vetting process for these projects have changed significantly. Please note that this is a highly competitive process, and all requests will be subject to considerable scrutiny.
